Remember, you need a fishing rod to catch fish! They appear in any body of water. Keep an eye out for a fish-shaped shadow in the water. Once you spot one, cast in front of the fish (near the head), and wait for your bobber to be pulled under the water. Then press "A" repeatedly until you pull up your catch! But make sure not to reel in too early, or you'll spook the fish away.
